 These are exceptional circumstances beyond our control. 
（これらは、俺たちにはどうにもできない、とんでもない（例外的な）状況だ）
意訳：お手上げー。（刑事がぐちってる場面）

・exceptional
　①例外的な、めったに起こらない(unusual or not likely to happen often)
　②めちゃめちゃすごい、はんぱない(unusually good or impressive)
※exceptionは「例外」なので、要は「例外的な」というのがコアの意味です。
※上の文は①の方の意味で、ポジティブでもネガティブでもない文字通りの意味かと思います。

ぼくがオーストラリアで聞くのは②の方です。ほめるときに使われます。
お前の宿題はexceptionalだな！(Your assignment is exceptional. I love it.)
みたいな感じで使われます。最近言われませんが。。。

I’ve heard this adjective often used in meaning of ② in Aus.
My teacher used to say to me, "Your assaignment is exeptional. I love it. mate!"
But i've never been given this fancy comment recently....hmm.

スピーキングでgreatやvery goodの代わりに使えるかな、と思います。
You can substitute 'exceptional' for 'great' or 'very good' in the speaking section.
